These are the ten lowest incorporated towns in Utah, ranked by elevation above sea level. The elevations are approximate — measured inside each town's limits — and are compiled from the U.S. Census Bureau and the U.S. Geological Survey.

- †Toquerville, Hurricane, and Virgin measure noticeably differently from the town-center figures commonly published elsewhere — and not in the same direction. Toquerville's within-the-limits figure runs well above its published figure (we show 3,582 ft; published sources say about 3,383 ft), while Hurricane and Virgin run below theirs (we show 3,070 and 3,515 ft; published sources say about 3,258 ft and 3,550–3,606 ft). Hurricane's municipal boundary is the largest in this list, 52.7 sq mi, reaching from the Virgin River valley floor onto higher bench terrain — a plausible factor for Hurricane, though not a single shared explanation for all three.
Washington County isn't just where these ten happen to sit — it genuinely holds Utah's lowest terrain. The state's lowest point, about 2,180 ft, is in the county's far southwestern corner, where the Virgin River and Beaver Dam Wash drain toward the Arizona and Nevada borders.

Methodology & sources
About this ranking. Incorporated towns are municipalities recorded by the U.S. Census Bureau; census-designated places, townships, and unincorporated communities are not included. Each elevation is approximate: it is measured at the Census interior point, a point inside the town's boundary rather than the town center or city hall, using U.S. Geological Survey elevation data. Towns whose boundary is mostly water are excluded from this list: at these elevations, the interior point can land on open water rather than land, which would make the figure meaningless rather than merely approximate.
